Establishing prayer involves creating a proper system with mosques, timely Adhan, and men praying together behind an Imam. Jummah prayer needs government-approved mosques and a certified Khateeb. Small, unofficial mosques disrupt this system. Proper prayer organization was historically maintained in central towns, not villages.
